Modified cancellation policy under review for Boundary Waters Canoe Area Wilderness

The Superior National Forest, working with the Boundary Waters Canoe Area Wilderness Collaborative, proposes a modified cancellation policy that gets unused permits back into the system faster. You are invited to comment on this proposal; the public comment period runs June 22–July 22, 2026.

“Our aim is simple: Cancel early so others can go,” said Drew Stroberg, Forest Supervisor. “By returning permits sooner, we give families, school groups, and first‑time paddlers the lead time they need to plan a safe, meaningful trip—while giving outfitters, lodges, and guides the certainty they need to serve their communities.”

What changes – and why 

Let more people in: Early cancellations put unused permits back into circulation with enough lead time for others to plan and go.

Strengthen rural livelihoods: When permits return sooner, outfitters, lodges, guides and retailers can staff up, prepare gear, and book confidently—supporting small, family‑run businesses across Minnesota’s outdoor recreation economy. 

Keep it simple: A clear refund schedule encourages earlier cancellations and reduces last‑minute “no shows,” improving customer service and cutting waste.

It’s about access: The goal is expanded access and planning certainty—not revenue. 

How it works

The proposal would update refund timing to encourage earlier releases:

Cancel any time prior to 28 days of entry: Retain 50% of the deposit.

Cancel 28–3 days before entry: Retain 25% of the deposit.

Cancel within 2 days of entry: Deposit forfeited.

*(Minimum deposit remains equal to two adult recreation user fees.)

Why this matters

The Boundary Waters Canoe Area Wilderness is managed with daily entry quotas from May 1 through September 30, and those permits are released on the last Wednesday of January on Recreation.gov. Late cancellations and no‑shows continue to climb; in 2025, nearly 40% of “January on‑sale” reservations were never used, limiting timely access for others. Returning unused permits earlier improves trip certainty for visitors and for the businesses that support them.

Next Steps

After the comment window closes, the forest will review input and elevate the proposal for leadership decision. If approved, the update will be posted to Recreation.gov and take effect in January 2027 for the 2027 summer season.
