The Knowles-Nelson Stewardship Program is a cornerstone of Wisconsin’s environmental and economic health, faces an uncertain future. Unless renewed in the 2025 state budget, this vital program could expire in 2026—jeopardizing decades of progress in protecting public lands and supporting outdoor recreation. Stewardship funding provides substantial support for silent sports activities on state-owned lands.
For more than 30 years, the Stewardship Program has delivered bipartisan benefits: safeguarding natural resources, fueling local economies and enhancing state parks and trails. Outdoor recreation contributes $10 billion annually to Wisconsin’s GDP, supports nearly 10,000 manufacturing jobs, and drives a $25 billion tourism industry. Yet, Wisconsin ranks last in state park funding per visit, spending only $19.6 million annually, compared to neighboring states investing $70–$90 million.
The consequences are visible: crumbling bathrooms, outdated septic systems, unsafe trails, and closed facilities. Many families rely on public lands for affordable access to nature and mental well-being—opportunities that are now at risk.
Public support for the program is overwhelming. A recent New Bridge Survey shows 91% of voters favor continued funding, including 80% of Republicans. Legislators who back Stewardship enjoy stronger voter approval, making renewal both a political and public priority.

The Knowles-Nelson Stewardship Program was established in 1989 to provide funding for land acquisitions, recreation, park enhancements, and conservation initiatives throughout Wisconsin.
The program was named after two former Wisconsin governors, Warren Knowles and Gaylord Nelson, both of whom were prominent advocates for environmental conservation to protect ecologically significant areas, increase public access to natural resources, and promote outdoor recreation opportunities for residents and visitors alike. By requiring a match from local partners, the program leverages additional support and encourages collaboration among state agencies, local governments, nonprofit organizations, and community groups.
Over the years, the Knowles-Nelson Stewardship Program has played a crucial role in preserving thousands of acres of forests, wetlands, prairies, trails and shorelines. Projects funded through the program include the acquisition of new state parks, creation of recreational trails, habitat restoration efforts, and protection of endangered species habitats. These investments have contributed to Wisconsin’s reputation as a leader in land stewardship and sustainable resource management, benefiting both current and future generations.
